In today’s world, AI and digital technologies are changing everything. President Biden’s recent Executive Order, issued on October 30, 2024, sets new rules for the ethical development and use of AI to protect our digital identities.

The Executive Order underscores several critical areas for ensuring the responsible use of AI:
- Ethical Development and Use: AI must respect human rights, avoid biases, and be fair and transparent.
- Data Privacy and Security: AI systems must protect individual privacy by using encryption and other security measures.
- Digital Provenance Standards: AI-generated content must include provenance data—details about its creation and ownership.
- Collaboration and Innovation: The order encourages government, companies, and schools to work together to develop secure and ethical AI technologies.
Provenance is essential for several reasons:
- Authenticity and Trust: Provenance data verifies that content is real and not altered.
- Accountability: Provenance holds creators accountable, preventing misuse like deepfakes.
- Legal and Ethical Compliance: Provenance ensures digital content follows legal and ethical standards.
A recent incident involving a deepfake of President Biden underscores the critical need for digital provenance. On January 21, 2024, robocalls using a deepfake of President Biden’s voice were made to voters in New Hampshire. These calls, designed to spread misinformation, sparked an investigation that took 32 days to identify the source.
The investigation revealed that the deepfake was created by an individual in Alabama using AI technology from ElevenLabs. This incident highlighted the vulnerabilities in our current digital ecosystem and the urgent need for robust provenance standards.
Had digital provenance been in place, the FBI would have kicked the culprit’s door down in minutes.
